Public Hearing
The City of Philadelphia's Division of Housing and Community Development (DHCD) will conduct a hearing to provide the residents of Philadelphia with an opportunity to comment on neighborhood housing and community development needs; the 2022 Consolidated Annual Performance and Evaluation Report (CAPER), which covers all activities completed or in progress during the period July 1, 2021 to June 30, 2022; and the Proposed Annual Action Plan for fiscal year 2024. This in-person hearing is supplemental to the Virtual Needs Assessment hearing held on March 9, 2023.
In addition to residents of Philadelphia, residents of Bucks, Chester, Delaware and Montgomery Counties are invited to offer comments on the Housing Opportunities for Persons with AIDS (HOPWA) portions of the CAPER and on housing needs related to the HOPWA program. These remarks are solicited as part of DHCD's planning process for fiscal year 2024.
This public hearing is the next step in preparing the Annual Action Plan for Year 49, which will allocate federal and state funding through the Community Development Block Grant, HOME program, Housing Opportunities for Persons with AIDS program, Emergency Solutions Grant, and PA Department of Community and Economic Development funding.
Funding amounts for these programs have been determined and are available here.
The CAPER is available on DHCD's website. Hard copies will be available by appointment only at the DHCD Department of Communications, 1234 Market St., 17th floor, Philadelphia, PA, 19107. To arrange for a contact-free pickup of a hard copy of the CAPER or CDBG Financial Summary Report, please email [email protected].
Hard copies will also be available for review in the Government Publications departments of the Central, West Philadelphia Regional, Northwest Regional, and Northeast Regional branches of the Free Library of Philadelphia.

Those wishing to testify MUST REGISTER by emailing [email protected] by Friday, May 26. Requests for specific times will be honored as they are received. One speaker from each group please, but group members are encouraged to attend. Please email a copy of your testimony to [email protected].
